I have the honour to acknowledge the receipt of
instant informing me that you could not approve my suggestion that Mr. Harcourt should be offered an initial salary of £450 per annum.

I submit with respect that Mr. Harcourt's point of view in the correspondence that has taken place in this matter is not unreasonable. He is in receipt in Fiji of a salary of £400 per annum and in the Audit Department there he probably con- -siders that he has more scope for advancement than in the office of the Superintendent of Imports and Exports here. Moreover he has been informed that being married his house rent here would probably cost him £125 a year. The concession he has asked for and the concessions I have recommended are not, I venture to think, in the circumstances unreasonable. And when it is borne in mind that the Superintendent of Imports and Exporte is responsible for the collection of considerably more than half of the entire revenue of the Colony, I would submit that in order so obtain the services of the only available candidate who has the training necessary for the efficient discharge of the responsible duties of the post, the comparatively small and purely temporary additional expenditure involved would seem to be justified.
